With two-way star Travis Hunter of Colorado and Boise State running back Ashton Jeanty leading the field, these certainly aren’t your typical Heisman Trophy contenders. Sure, veteran quarterbacks Dillon Gabriel from top-ranked Oregon and Cam Ward of No. 15 Miami are finalists for college football’s most prestigious award as well, but the 90th annual ceremony coming up Saturday night at Lincoln Center in New York City (5 p.m. PT, ESPN) offers a fresh flavor this year. To start with, none of the four are from the powerhouse Southeastern Conference, which has produced four of the past five Heisman winners – two each from Alabama and LSU. Jeanty, who played his home games for a Group of Five team on that peculiar blue turf in Idaho more than 2,100 miles from Manhattan, is the first running back even invited to the Heisman party since 2017. He was 100 years old . The Carter Center said the 39th president died Sunday afternoon, more than a year after entering hospice care , at his home in Plains, Georgia, where he and his wife, Rosalynn, who died in November 2023, lived most of their lives. The center said he died peacefully, surrounded by his family. As reaction poured in from around the world, President Joe Biden mourned Carter’s death, saying the world lost an “extraordinary leader, statesman and humanitarian” and he lost a dear friend. Biden cited Carter’s compassion and moral clarity, his work to eradicate disease, forge peace, advance civil and human rights, promote free and fair elections, house the homeless and advocacy for the disadvantaged as an example for others. “To all of the young people in this nation and for anyone in search of what it means to live a life of purpose and meaning – the good life – study Jimmy Carter, a man of principle, faith, and humility,” Biden said in a statement. “He showed that we are a great nation because we are a good people – decent and honorable, courageous and compassionate, humble and strong.” Biden said he is ordering a state funeral for Carter in Washington. Swinging hammers into their 90s, the Carters built homes with Habitat for Humanity. The common observation that he was better as an ex-president rankled Carter. His allies were pleased that he lived long enough to see biographers and historians revisit his presidency and declare it more impactful than many understood at the time. Propelled in 1976 by voters in Iowa and then across the South, Carter ran a no-frills campaign. Americans were captivated by the earnest engineer, and while an election-year Playboy interview drew snickers when he said he “had looked on many women with lust. I’ve committed adultery in my heart many times,” voters tired of political cynicism found it endearing. The first family set an informal tone in the White House, carrying their own luggage, trying to silence the Marine Band’s traditional “Hail to the Chief" and enrolling daughter, Amy, in public schools. Carter was lampooned for wearing a cardigan and urging Americans to turn down their thermostats. But Carter set the stage for an economic revival and sharply reduced America's dependence on foreign oil by deregulating the energy industry along with airlines, trains and trucking. He established the departments of Energy and Education, appointed record numbers of women and nonwhites to federal posts, preserved millions of acres of Alaskan wilderness and pardoned most Vietnam draft evaders. Emphasizing human rights , he ended most support for military dictators and took on bribery by multinational corporations by signing the Foreign Corrupt Practices Act. He persuaded the Senate to ratify the Panama Canal treaties and normalized relations with China, an outgrowth of Nixon’s outreach to Beijing. But crippling turns in foreign affairs took their toll. When OPEC hiked crude prices, making drivers line up for gasoline as inflation spiked to 11%, Carter tried to encourage Americans to overcome “a crisis of confidence.” Many voters lost confidence in Carter instead after the infamous address that media dubbed his “malaise" speech, even though he never used that word. After Carter reluctantly agreed to admit the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979. Negotiations to quickly free the hostages broke down, and then eight Americans died when a top-secret military rescue attempt failed. Carter also had to reverse course on the SALT II nuclear arms treaty after the Soviets invaded Afghanistan in 1979. Though historians would later credit Carter's diplomatic efforts for hastening the end of the Cold war, Republicans labeled his soft power weak. Reagan’s “make America great again” appeals resonated, and he beat Carter in all but six states. Born Oct. 1, 1924, James Earl Carter Jr. married fellow Plains native Rosalynn Smith in 1946, the year he graduated from the Naval Academy. He brought his young family back to Plains after his father died, abandoning his Navy career, and they soon turned their ambitions to politics . Carter reached the state Senate in 1962. After rural white and Black voters elected him governor in 1970, he drew national attention by declaring that “the time for racial discrimination is over.” Carter published more than 30 books and remained influential as his center turned its democracy advocacy onto U.S. politics, monitoring an audit of Georgia’s 2020 presidential election results. Taking the witness stand on Thursday, Santa Clara Councilmember Suds Jain testified that he “assumed” Vice Mayor Anthony Becker gave the electric “Unsportsmanlike Conduct” report to a journalist before it was public — a slight deviation from testimony he gave to the criminal grand jury that indicted Becker last year. Jain said that Becker — one of his allies on the Santa Clara City Council since 2020 — had called him about two or three weeks before he was expected to testify in front of a criminal grand jury on March 29, 2023. During the phone call, Jain said that Becker admitted he had given the Santa Clara County civil grand jury report to Carolyn Schuk, an editor at the Silicon Valley Voice. Becker is currently on trial in Santa Clara County Superior Court in Morgan Hill for allegedly leaking the 2022 report — which chastised five members of the Santa Clara City Council for their relationship with San Francisco 49ers lobbyists — as well as felony perjury for allegedly lying about the leak under oath. The U.S. Navy is transforming a costly flub into a potent weapon with the first shipborne hypersonic weapon, which is being retrofitted aboard the first of its three stealthy destroyers. The USS Zumwalt is at a Mississippi shipyard where workers have installed missile tubes that replace twin turrets from a gun system that was never activated because it was too expensive. Once the system is complete, the Zumwalt will provide a platform for conducting fast, precision strikes from greater distances, adding to the usefulness of the warship. “It was a costly blunder but the Navy could take victory from the jaws of defeat here, and get some utility out of them by making them into a hypersonic platform,” said Bryan Clark, a defence analyst at the Hudson Institute. The U.S. has had several types of hypersonic weapons in development for the past two decades, but recent tests by both Russia and China to the U.S. military to hasten their production. Hypersonic weapons travel beyond Mach 5, five times the speed of sound, with added maneuverability making them harder to shoot down. Last year, The Washington Post reported that among the documents leaked by former Massachusetts Air National Guard member Jack Teixeira was a defence department briefing that confirmed China had recently tested an intermediate-range hypersonic weapon called the DF-27. While the Pentagon had previously acknowledged the weapon's development, it had not recognized its testing. One of the U.S. programs in development and planned for the Zumwalt is “Conventional Prompt Strike." It would launch like a ballistic missile and then release a hypersonic glide vehicle that would travel at speeds seven to eight times faster than the speed of sound before hitting the target. The weapon system is being developed jointly by the Navy and Army. Each of the Zumwalt-class destroyers would be equipped with four missile tubes, each with three of the missiles for a total of 12 hypersonic weapons per ship. In choosing the Zumwalt, the Navy is attempting to add to the usefulness of a $7.5 billion warship that is considered by critics to be an expensive mistake despite serving as a test platform for multiple innovations. The Zumwalt was envisioned as providing land-attack capability with an Advanced Gun System with rocket-assisted projectiles to open the way for Marines to charge ashore. But the system featuring 155 mm guns hidden in stealthy turrets was canceled because each of the rocket-assisted projectiles cost between $800,000 and $1 million. Despite the stain on its reputation, the three Zumwalt-class destroyers remain the Navy’s most advanced surface warship in terms of new technologies. Those innovations include electric propulsion, an angular shape to minimize radar signature, an unconventional wave-piercing hull, automated fire and damage control and a composite deckhouse that hides radar and other sensors. The Zumwalt arrived at the Huntington Ingalls Industries shipyard in Pascagoula, Mississippi, in August 2023 and was removed from the water for the complex work of integrating the new weapon system. It is due to be undocked this week in preparation for the next round of tests and its return to the fleet, shipyard spokeswoman Kimberly Aguillard said. A U.S. hypersonic weapon was successfully tested over the summer and development of the missiles is continuing. The Navy wants to begin testing the system aboard the Zumwalt in 2027 or 2028, according to the Navy. The U.S. weapon system will come at a steep price. It would cost nearly $18 billion to buy 300 of the weapons and maintain them over 20 years, according to the Congressional Budget Office. Critics say there is too little bang for the buck. “This particular missile costs more than a dozen tanks. All it gets you is a precise non-nuclear explosion, some place far far away. Is it really worth the money? The answer is most of the time the missile costs much more than any target you can destroy with it,” said Loren Thompson, a longtime military analyst in Washington, D.C. But they provide the capability for Navy vessels to strike an enemy from a distance of thousands of kilometres — outside the range of most enemy weapons — and there is no effective defence against them, said retired Navy Rear Adm. OTTAWA - Former Bank of Canada governor Mark Carney says Canada didn’t live up to its values on immigration over the last few years as it allowed more people into the country than it could absorb. Carney, who is currently a special adviser to the Liberal party, made those comments during an event in Ottawa held by Cardus, a Christian think tank. Carney says Canada let newcomers down by admitting more workers and students than it could provide for, including with housing, health care and social services. Earlier this fall, the Liberal government announced a plan to significantly reduced its immigration target for permanent residents and to dramatically scale back the number of temporary residents in Canada. What’s wrong with French finances? The most urgent order of business is passing a 2025 budget. Financial markets, ratings agencies and the European Commission are pushing France to bring down its deficit, to comply with EU rules limiting debt and keep France’s borrowing costs from spiraling. That would threaten the stability and prosperity of all countries that share the euro currency. France’s debt is currently estimated at a staggering 112% of gross domestic product. It grew further after the government gave aid payments to businesses and workers during COVID-19 lockdowns even as the pandemic depressed growth, and capped household energy prices after Russia invaded Ukraine. The bill is now coming due. But France’s previous government collapsed this month because Marine Le Pen’s far-right party and left-wing lawmakers opposed 60 billion euros in spending cuts and tax hikes in the original 2025 budget plan. Bayrou and new Finance Minister Eric Lombard are expected to scale back some of those promises, but the calculations are tough. “The political situation is difficult. The international situation is dangerous, and the economic context is fragile,” Lombard, a low-profile banker who advised a Socialist government in the 1990s, said upon taking office. “The environmental emergency, the social emergency, developing our businesses — these innumerable challenges require us to treat our endemic illness: the deficit,” he said. “The more we are indebted, the more the debt costs, and the more it suffocates the country.” How long will this government last? This is France’s fourth government in the past year. No party has a parliamentary majority and the new Cabinet can only survive with the support of lawmakers on the center-right and center-left. Le Pen — Macron’s fiercest rival — was instrumental in ousting the previous government by joining left-wing forces in a no-confidence vote. Bayrou consulted her when forming the new government and Le Pen remains a powerful force. That angers left-wing groups, who had expected more influence in the new Cabinet, and who say promised spending cuts will hurt working-class families and small businesses hardest. Left-wing voters, meanwhile, feel betrayed ever since a coalition from the left won the most seats in the summer’s snap legislative elections but failed to secure a government. The possibility of a new no-confidence vote looms, though it’s not clear how many parties would support it. What about Macron? Macron has repeatedly said he will remain president until his term expires in 2027. If this new government collapses within months and the country remains in political paralysis, pressure will mount for Macron to step down and call early elections. A file at the Public Record Office in Belfast shows that OFMDFM official Chris Stewart wrote to the minister in July about a response to the document from Sinn Fein representative Bairbre de Brun. Mr Stewart told Mr Spellar that Ms de Brun’s letter had been critical of the document and was clearly intended to “mark your card”. He said among a number of points raised by de Brun was that “the promotion of equality is the key to improving community relations”. In addition to the payouts, Gregory’s bill would require the Department of Public Safety to create a “Missouri Illegal Alien Certified Bounty Hunter Program.” The program would certify people to become bounty hunters to find and detain undocumented immigrants. Individuals who are licensed as bail bond agents or surety recovery agents would be able to apply to become bounty hunters under Gregory’s bill. Undocumented immigrants who are caught by the bounty hunters would be considered guilty of “trespass by an illegal alien.” Those found guilty of the offense could face jail time and would be prohibited from voting and other rights. Gregory, who did not immediately respond to a request for comment, had made illegal immigration one of the central focuses of his Senate campaign. He filmed a campaign ad at the southern border with Mexico and has promoted media coverage of his bill on social media. Edgar Palacios, executive director of Revolución Educativa , a Kansas City group focused on education issues in the Latino community, said Gregory’s bill was “horrendous.” “Immigrants are human and humans aren’t meant to be hunted,” Palacios said in an interview. “This idea of having a bounty hunter for immigrants is wild and I think it displays a narrative that, again, people see, not everybody, but certain people see immigrants as inhuman.” Nimrod Chapel, president of the Missouri NAACP State Conference, drew parallels between Gregory’s bill and legislation historically aimed at marginalized groups such as the 1820 Missouri Compromise which admitted Missouri as a slave state. “This bill by our new senator has returned exactly to those roots,” Chapel said. “You’re going to create a system that is not only going to differentiate people based on how God made them, which, in my spiritual belief, is just fundamentally wrong, but then you’re going to try to create in a system...that seeks to differentiate people in much the same way that some of the Jim Crow laws did.” Chapel referred to the bill as “a really draconian and racist piece of legislation.” “It scares the hell out of me,” he said. “And the reason it does is because I already know that Black and brown people have been catching hell in the state of Missouri for a very long time.” Impact on Kansas City While Gregory faces blowback for his bill, it comes as Missouri politics have been awash in rhetoric about migrants . Since 2014, roughly 8,300 migrants have settled in Jackson County since 2014 and 37% came from Honduras. Earlier this year, Republican Gov. Mike Parson sent Missouri National Guard troops to aid Texas , which has promoted a plan dubbed “Operation Lone Star” that uses Texas state resources to combat illegal border crossings. Parson, who will term out of office next month, heavily promoted the deployment, even though he later vetoed funding to continue it. Candidates for office in both major parties emphasized illegal immigration on the campaign trail, including Democrat Lucas Kunce. But the issue was perhaps the most prevalent in the race to succeed Parson as governor, with all three major GOP candidates touting immigration frustrations in campaign ads and public statements. "I just assumed I was stupid," she recalled of her early primary school education. However assistive technology powered by artificial intelligence has helped her keep up with classmates. Last year, Makenzie was named to the National Junior Honour Society. She credits a customised AI-powered chatbot, a word prediction program and other tools that can read for her. "I would have just probably given up if I didn't have them," she said. Artificial intelligence holds the promise of helping countless other students with a range of visual, speech, language and hearing impairments to execute tasks that come easily to others. Schools everywhere have been wrestling with how and where to incorporate AI, but many are fast-tracking applications for students with disabilities. Getting the latest technology into the hands of students with disabilities is a priority for the US Education Department, which has told schools they must consider whether students need tools like text-to-speech and alternative communication devices. New rules from the Department of Justice also will require schools and other government entities to make apps and online content accessible to those with disabilities. There is concern about how to ensure students using it — including those with disabilities — are still learning. Students can use artificial intelligence to summarise jumbled thoughts into an outline, summarise complicated passages, or even translate Shakespeare into common English. And computer-generated voices that can read passages for visually impaired and dyslexic students are becoming less robotic and more natural. "I'm seeing that a lot of students are kind of exploring on their own, almost feeling like they've found a cheat code in a video game," said Alexis Reid, an educational therapist in the Boston area who works with students with learning disabilities. But in her view, it is far from cheating: "we're meeting students where they are". Ben Snyder, a 14-year-old from Larchmont, New York, who was recently diagnosed with a learning disability, has been increasingly using AI to help with homework. "Sometimes in maths, my teachers will explain a problem to me, but it just makes absolutely no sense," he said. "So if I plug that problem into AI, it'll give me multiple different ways of explaining how to do that." He likes a program called Question AI. Earlier in the day, he asked the program to help him write an outline for a book report — a task he completed in 15 minutes that otherwise would have taken him an hour and a half because of his struggles with writing and organisation. But he does think using AI to write the whole report crosses a line. "That's just cheating," Ben said. Schools have been trying to balance the technology's benefits against the risk that it will do too much. If a special education plan sets reading growth as a goal, the student needs to improve that skill. AI can't do it for them, said Mary Lawson, general counsel at the Council of the Great City Schools. But the technology can help level the playing field for students with disabilities, said Paul Sanft, director of a Minnesota-based centre where families can try out different assistive technology tools and borrow devices. "There are definitely going to be people who use some of these tools in nefarious ways. That's always going to happen," Sanft said. "But I don't think that's the biggest concern with people with disabilities, who are just trying to do something that they couldn't do before." Another risk is that AI will track students into less rigourous courses of study. And, because it is so good at identifying patterns, AI might be able to figure out a student has a disability. Having that disclosed by AI and not the student or their family could create ethical dilemmas, said Luis Pérez, the disability and digital inclusion lead at CAST, formerly the Centre for Applied Specialised Technology. Schools are using the technology to help students who struggle academically, even if they do not qualify for special education services. In Iowa, a new law requires students deemed not proficient — about a quarter of them — to get an individualised reading plan. As part of that effort, the state's education department spent $US3 million ($A4.8 million) on an AI-driven personalised tutoring program. When students struggle, a digital avatar intervenes. In September, Makenzie's district rolled out chatbots to help special education students in high school. She said teachers, who sometimes struggled to provide students the help they needed, became emotional when they heard about the program.
